Failure to agree on new antarctic protected area again was a key factor in the decision of the panel to limit the maximum area protected by BVIP for the area that had been used by the Canadian military. The panel found that all the parties reached a compromise in this matter. In particular, the Panel found that both the Canadian Defence Force and the Newfoundlanders had taken a number of reasonable steps to ensure that the BVIP area would be a reasonably small area in size to accommodate the proposed Arctic naval base in Baffin Island. This compromise had been achieved with the understanding that the military would be prepared to meet the minimum requirements for land or water resources and resources to allow for the construction of facilities to accommodate the proposed naval installation. Accordingly, at the December 21-22 panel discussion, it was agreed that the minimum land area protection for the proposed naval installation would be based on the area currently used for training and education in the Arctic. It was also agreed that further consultations and further amendments were needed to address a number of concerns raised by the Committee and its members during this initial consultation. At the end of the panel discussion, the committee concluded with the agreement of the Panel that the maximum area for BVIP for that area would be approximately 1.1 million hectares for a range of areas that included the Baffin Island region.

- - - - - - - - - - - -

On March 21, 2009, the Canadian government submitted its final written proposal for Canada's participation in the Arctic under the Newfoundlands Treaty. The final proposal incorporated the recommendation made in the Committee's initial consultation that BVIP protection for the Northern Territories be limited to no more than 1.1 million hectares. This recommended minimum area was to be based on the Arctic land area currently considered to be under active use by the Canadian military. The Minister of National Defence was given 10 days from the time of submitting the final proposal to file an opposition to the BVIP area.

The opposition, which was brought in by the Newfoundlander Association of Newfoundlands and was filed on June 25, 2009, sought to establish an opposition party that would be able to influence any review of any BVIP recommendations of the BVIP Committee. The opposition proposed to elect a new Canadian National party to have control over the party's website. For those of you who can't follow this link, the Party is the one that is designated as being a Canadian National party and that actually represents the interests of the people and the country as a whole. After some consideration of this proposal, the Committee determined that it was in the interests of the parties to continue to engage with the Newfoundlander Association of Newfoundlands regarding the importance of their participation in the BVIP area, as well as the possibility that future consultation or othe

Indonesian train crash kills 10:25 AM ET Thu, 10 Feb 2017 | 02:25

The number of the number killed and injured in the latest train crash in Indonesia has risen to 10 and the total dead and injuries has risen to 15, according to the Indonesian train system agency JYK.

In an emailed statement to CNBC, the agency cited sources close to the investigation, which said the accident happened at 12:15 pm, leaving 15 passengers dead and 45 injured. The initial toll is now 22.

The JYK also cited a police report citing a passenger who heard the train engine running, reporting it was travelling at about 50 kilometers per hour.

"This is the first time since the operation against terrorism that these two incidents have taken place," the agency said.

A total of 35,000 people have been evacuated from the affected area, while 5,700 homes, schools and a military base have been damaged, it added.

Indonesia has been dealing with a deadly spike in terror attacks in recent months after the failed attacks in March that killed hundreds of people and wounded hundreds more.

Rudd announces renewable energy target

Updated

Prime Minister Tony Abbott has announced a target of renewable energy production by 2022 as part of a $100 billion investment package for Australia.

On Saturday he will visit a solar factory and a wind farm in the remote Kimberley.

While Mr Abbott has said it is not a cut-rate policy, many states and territories already have some renewable funding under their programmes.

Mr Abbott's announcement of a state-by-state renewable energy target was announced on an event hosted by the Australian Solar Council, which runs a network of solar farms and other renewable projects in Queensland, Western Australia, Victoria and South Australia.

It was a big commitment to provide some certainty to renewable energy projects, with Mr Abbott's announcement of the target aimed to set a national framework for the country's renewable projects.

"We are investing more and more money and it is working," Mr Abbott said.

"I know I speak to a lot of businesses about the issue of solar, and they ask me where their investment is going to come from for that energy and where are their jobs going to be protected if they don't get the funding they need."

The federal government announced last month that in 2013 the Abbott government will provide $60 million over the four years to start Australian Solar Council national solar business programs.

The new federal government and the states will also provide new technology investment funding of up to $25 million to help build more solar PV plants, but the amount is expected to be about half the amount that has been made available under the Australian Renewable Energy Agency's Clean Energy Fund program in 2016.

Two iraqi children us soldier killed in baghdad suicide attack." عبد الله عند الرسم يقدس أن القتلب الخبرئية شيءه وأنهم عن شيء العربية. الإسلام شرطع مع يقدس البراشي. لا يحري رسول الله عنهم الجاءقة النبية رسوله الله صلى الله عليه وسلم يا تتياور وايزة تتياور.

This is the kind of suicide attack that beheads a soldier, while being able to kill many civilians.

The video was taken from a village which is near the Iraqi Army base in Anbar. The area is controlled by Daesh. Daesh also controls the rest of Tal Afar in northern Anbar.

Hospital of the martyrs says a number of people died from the attack. Iraqi security sources confirm that the attack was a suicide.

According to Al-Bayan, the wounded include the soldiers, officers and civilians of the Iraqi Army's 2nd division, a unit of approximately 5,000 soldiers. Al-Bayan also published images of the dead, including a girl aged about five, another in her twenties, and several women in their 20's.

These pictures show a man, a young boy in civilian clothes lying at the back of his truck with a bag over his head. Another soldier with a rifle is on his back in the doorway. The pictures have been taken and the soldiers have been identified by the Iraqi Army as Al-Khaled al-Khaled (Jabhat al-Khaled), a leader of the suicide unit in Tal Afar, and Al-Shamat al-Jabal (Tal Afar martyrs).

It has been reported that al-Khaled al-Khaled came to Iraq from Syria in 2012 to recruit new fighters for the Islamic State. He made a video in November 2014 announcing his return.

In 2014, al-Khaled said in another video "We <the>fighters for Islamic State] took part in al-Bukamal and the campaign on Raqqa," in response to reports from the Al-Sumaria News Agency of an Iraqi security officer who said Daesh members and other members of the Iraqi security forces were among those killed and wounded in a suicide attac

Worlds first 108 key concert grand piano built by australian engineer and designer Vinnie Chilton, using a combination of woodblock furniture and custom designed wood frames.

Danish-Swedish company Inuit Piano has been given the project contract by the UK government's Highways Agency to supply a series of pianos, including the one with which the pair met in the US.

The pianos are to become part of the Highways Trust, a Government-commissioned UK body created for promoting better road safety on our roads.

Founded in 2002, the Highways Agency has helped make roads safer for British citizens by setting a target of reducing road deaths in its fifth and final year.

The government recently passed legislation to support the UK government's commitment to reduce road deaths by one death every three hours by 2020.

A similar funding package for the US is expected to be announced when President Barack Obama's budget takes its next steps next month.

Cancer cluster at adelaide hospital report

One woman from a nearby business who declined to give her name said she saw a woman being treated by paramedics and a paramedic running into the office, which was being used as a waiting room. She said the woman was a teacher but didn't remember seeing her for at least an hour.

In Adelaide, the fire service is treating a blaze at a building in the city's north-west. (Beverley Adams)

Police said they did not release details on the cause, saying it is a matter for the state's chief coroner.

"When the incident occurred at the building, one firefighter and one paramedic were in a non-life-threatening situation," a statement read. "Firefighting continues as normal. The building was destroyed and there are no occupants at this stage."

Nathalie Gagnier said she heard the police scanner about 8:30 p.m. when she was watching TV news at the local coffee shop.

She didn't hear anything until about 10:20 p.m. A young man in the coffee shop told her he had seen an officer on a cruiser leaving at about 9 p.m. and she rushed outside and called her own parents.

"My son, who is 17, heard it," she said, "and was like, 'My God, what's going on?'"

Gagnier said it turned out firefighters were called after a man who was standing near the front door said they needed a medical emergency.

Police said they were investigating what happened. Police vehicles surrounded the building and a helicopter circled outside.

At 7:23 p.m., the police tweeted, "Due to a fire at the #adelaide fire station, police and fire service is evacuating this scene. All fire safety advice remains with this location. We wish all those at the scene well."

The blaze broke out on a balcony inside an office building at about 2 p.m. and the fire broke out as police arrived on the scene. No one was injured.

One fire chief, whose office is on a nearby street, said crews had received a "credible call" that there was a fire at the building, and that the door had been knocked out, according to a Twitter post by Adelaide fire chief Paul White. He said the fire has since been contained.

'Shots rang out'

There was a "shooting ring" in the fire with numerous officers outside the building who were helping people in the street, fire official Phil Johnston told reporters. He could not elaborate because of the ongoing investigation.

"The whole building got lit up," a neighbor told reporters outside a house on Stokes Street, which i

Pacific island minister guilty of embezzlement to pay bribes Read more

The prime minister, Theresa May, said she understood the significance of the "buzz of change" but criticised the UK's reputation as a "good neighbour" and suggested people should be more wary of any claims made against the government or its leaders.

"I hope people understand that this is a government made up of good people who have a common purpose," she said. "We've seen the world through the eyes of people who are from different backgrounds, not all the same backgrounds. We've seen the world through a range of different kinds of people.

"The people I served with over the last few years, they weren't all British. They don't believe all of us the same. They want to be helped. They want to be looked after. And I've just got to try and listen to them. When you are in a difficult place people can sometimes use their own experience, as much as it's helpful, not to take what is happening on the ground with them."

May also confirmed that a major reorganisation of the justice system was set to see the justice minister, Chris Grayling, become the deputy chairman of the home affairs select committee, as well as chair of a cross-party committee on foreign affairs and international development, while deputy leader of the House of Commons Jo Swinson is in charge of the foreign affairs select committee.

After failing to secure a Commons majority to trigger the general election, the government's popularity appears to have begun to wane. Only 38% of those surveyed by the Guardian think Britain should stay in the EU, compared with 56% who do not. This is down from 43% in October.

May had been preparing to use the general election campaign to bolster her case for a renegotiated deal with EU partners. However, despite several warnings that Brexit was likely to put the UK's future at risk, she has found the timing of the announcement to be right.

She announced on Wednesday morning that she has signed an agreement with European commission president Jean-Claude Juncker for a three-way meeting between May, French president Emmanuel Macron and German chancellor Angela Merkel, potentially leading to the UK exiting the EU as early as next year. But as May moved forward with the talks, she had to clarify to ministers at a series of events on Thursday that her position had not changed.

Juror's tweets ensure retrial for us death row inmate, says state

LAWRENCE, Wash. (AP) — Seattle prosecutors have requested that new federal investigators be put on standby to examine whether a man wrongly convicted of killing a Seattle police officer in 1999 should be reinstated to death row.

In December, federal prosecutors asked the U.S. Supreme Court to review the case of Richard O'Connell, who is serving a life sentence for a 1999 shooting by a police officer. The district attorney says his office had no reason to expect a retrial, and he said it would not hold O'Connell in jail when he's finally exonerated.

The state's Attorney General's Office says prosecutors have asked that another new federal investigator "assess his responsibilities regarding Mr. O'Connell and Mr. Reimer in light of the new facts presented by the U.S. Department of Justice."

"It's clear from our letter that we are requesting a special review of this case and that we are working with the new investigators in particular to get their input," said Chris Strickland, the Attorney General's spokesman, in response to The Associated Press' request for comment.

Defense lawyers, including a Seattle police captain, say the timing of the request doesn't make sense.

Reimer, 52, was killed on Aug. 30, 1999, while he was running away from a violent gang he had helped build. Prosecutors said Reimer ran from his wife, mother and brother when he saw O'Connell shoot Officer Steve Reimer.

Reimer's attorneys said the shooting caused a mental breakdown. They said Reimer's family had hoped that his wrongful conviction would lead to more resources and less risk that they might lose their only child.

Seattle city prosecutors said it's impossible to know whether a special federal review will bring Reimer's death sentence to an end in one sitting. They didn't give any details about what might happen.

Prosecutors said there's no evidence to say that the new federal investigators have changed their minds about why they have requested a special retrial.

Reimer's lawyers say the Seattle prosecutor failed to act after a series of concerns, including complaints that a U.S. attorney in Seattle and an investigator for the King County district attorney weren't cooperating with their clients. Reimer's legal team also said prosecutors were not aware of Reimer's status as a state-endorsed death row inmate.

Broken hill nsw wednesday may 23 2007

4-10-07, by me

I love this place. It's beautiful and you will hear so much. We were married on a Friday and after it was too late to get an advance I gave my husband my phone number and told him to call. He didn't have to. He called in an hour and a half and a half later asking me for help. That's how busy we got. My husband took me up to the house on the way back so we could get dinner together. We didn't need to take any pictures of our day except to give my husband the impression that we had a nice day. It took us the rest of the afternoon to get ready. I told my husband we were going to have lunch and when we got there it was so packed I can't really give it a chance. We had to wait for 2 hours. I've never seen this many people. We had to wait till I got ready to go to the hospital because I didn't want my foot to go numb and go into bed. We have seen that movie in New York, it was on my wife and I did a little "Jaws" and it was amazing. We took off our shoes because we forgot. It was pretty scary. I didn't tell anyone about it. My husband told me to take care of myself because everything was broken and it would take several months to get it back to normal. I'll always remember my husband being upset, saying how he needed to call my insurance agent and that we would have to wait a while to get our feet fixed again. We have been married for four years now and we still haven't gotten our foot fixed. We're both in pain and are going to be going to the doctor this summer for the first time. I don't think we'll be able to get through this for another two months. I hope you like the picture. I also love how they had me write on the piece of paper that the insurance agent told me to give him. Thank you so much! I wish you and your family the best!

I've been looking for a parking spot for 5 years or more and can tell you they are a nice parking spot if you park on a side street that has no parking. Also, there is always a few of them out there as cars park here. Also, some say that there are only 5 of these so beware if you don't have a car and are on a small to medium sized sized business that will park as it gets busy. They can take parking space if you do not. They will tell you if you want to wait but I'm afraid the wait is about 5 to 10 minutes.

They were very helpful. They explained me about our insurance coverage an

Act labor promises community infrastructure funds to boost housing construction. Under this legislation the Housing Development Authority can apply for federal housing money to build about 400 housing units, much of it for affordable units with low income requirements. This project has been called the first of its kind.

The bill would fund this through three categories of funds:

Community Partnerships and Land Use: For communities and residents to participate in and help pay for projects such as parks and playgrounds, schools, parks and libraries, affordable housing, parks and recreation, affordable housing/renter/public housing complexes, community centers, job training, and affordable housing.

Incentive Funds: This funds development of jobs and community centers such as recreation centers and libraries to boost employment, the economy and improve services and amenities for residents.

Housing Assistance Programs: Housing assistance programs will help communities purchase and renovate homes to increase their housing stock. States can use this money to renovate existing homes with a low income requirement and/or buy homes where needed.

To date, federal funds have been used in 13 states to help communities and homeowners.

The $6.9 billion Housing Assistance Programs Act of 2011 also requires that states continue to fund community planning, affordable housing, and public infrastructure improvements for residents (such as parks and playgrounds) as they relate to areas under HUD jurisdiction. While this legislation would address many of the major concerns associated with the Affordable Housing Preservation Act (HOPE) legislation, it does not provide any federal money for these areas.

Housing Policy Act of 1974: The Housing Policy Act of 1974 establishes criteria for local governments for establishing and adopting housing policy, including the type of housing, location of housing units, and other information relevant to a local market (which varies). HUD and states have not met the benchmarks set by this act and, therefore, it is unclear what other funding mechanisms may be available under the bill.

The bill also requires that every locality be consulted on all proposed and new housing development, including the use of a Community Development Block Grant or a grant by the U.S. Department of Housing and Urban Development. These funds must be used for local government-developed programs designed to build affordable housing for low income, minority, and low-income families.

Legislation can be easily altered and may be amended prior to reaching the president's desk in April. This is also because this legislation addresses an existing problem rather than new problems – the lack of funding for HUD-managed housing development.

Currently, there are about 23 million families living in low-income housing with either too little or too much housing to meet housing needs. When HUD approves a proposed project, states can share it with local governments, but, under the bill, the money will remain availabl

Death penalty sought for bali nine ringleader, 16, jailed for 20yrs

By Patrick Smith

Mazda was caught red-handed as it gave one of its former employees a prison sentence of 25 years for conspiring to murder one of its own employees during the 1990s.

Jurors heard that, for 20 years, Mohammad Naeem, 28, worked as a driver for Mazda when he was caught in the act of killing another Mazda employee – another driver, Shadi Quraishi, 28.

Quraishi died at Mazdas garage in Birmingham in January 1993 and was found with severe head injuries and a large amount of blood in his apartment.

During testimony, Mr Naeem's lawyer, Mr Mohammad Ali Aqa told the court he thought the murder was the result of an illegal bargain that Mazda had in place.

He said at his opening statement, the former worker had told police Naeem had asked him to join his Mazda driver school because the company wanted him to be a regular member, and had suggested that when he quit the driver training college he would become a staff member at another Mazda company.

However, a jury found in favour of his defence, finding that Mazda employees could not be held responsible for a customer's own death while on duty.

After 20 years, Naeem received a life sentence without parole with full powers of reinstatement after the death of a family member.

He will not be eligible for parole until he is 54.

Judge Christopher Beattie described Naeem as a "good person".

Prosecutor Mark Ellingham QC told jurors that the murder was the culmination of a conspiracy that would have gone far beyond a simple murder.

Naeem, who wore a black balaclava and was wearing a white shirt over a black vest with a black, long-sleeved top, stood on a bench outside the court, holding what appeared to be a baseball bat at his feet.

He was described as wearing a dark suit with blue jacket trousers, but was wearing an orange shirt with green jacket trousers and black shirt and tie at his neck.

A police officer told Mr Ellingham: "He's a very good criminal. He has to be given the maximum sentence because he got away."

Defence barrister David James said: "It was not a conspiracy to commit murder because what he did wasn't murder and he should have known it would cause grief and hurt and the cost to him."

But Mr James told the court: "They would not have tried to kill him for that reason."

Defence lawyer Michael Stollery asked for a life sentence without parole, but the judge was unable to reach a decisio

Two men were arrested after a woman was caught trying to steal a backpacker's phone and using the money to buy drugs inside a house in Belfast, Northern Ireland Police said.

Police said the arrest in the Glencoe area of the city on Tuesday afternoon took place when a woman who was trying to steal a wallet was confronted by two men at the scene.

They are both from Derry, Northern Ireland. The woman was told she was being detained.

She said one of the men tried to take the wallet away from her.

"I saw her in that same situation as other people who were also trying to steal from bags or other items," she said. "I just think if someone's going to try and rob you the first thing they do is leave them somewhere safe.

"The one who grabbed it is in the back of a bus, he didn't have anything to show for it.

"The other guy had his iPhone with him, it was on the ground on a table. I'm still not sure who the person was who came on the bus with the wallet. That's my understanding so far."

Derry City councillor David McIlveen said one of the men "grabbed the phone from me", saying: "She was going on about how my wallet was on the ground. She wasn't going to give my wallet back, she was saying how he was trying to rob me and taking my phone."

He said that he called gardaí who arrested one of the accused on Tuesday.

Derry Police confirmed they had arrested two men over the bag-wagering case as part of the investigation into an alleged bag-snatching ring that broke out in Derry in May last year.

They said they would release a photo and a description of the two men arrested as part of their "public inquiry" into the activity.

The two were taken to Derry's Liffey Prison.

The two had already been charged wit
